About CEU

The main focus of Energy Efficiency Centre is strategic energy planning and policy makers support, which is primarily oriented to fields of energy efficiency, RES, reduction of GHG emissions and reduction of air pollutants. We provide expert support for Ministries in the preparation of strategic and action documents in the fields of energy climate policy and policies on the reduction of air pollutant emissions by developing complex model tools for analysis and projections of energy consumption and emission development. Our centre is the key actor for the development, collection and transfer of knowledge about efficient resource management at the intersection of energy consumers, state, energy providers, equipment and services providers, and other stakeholders due to our holistic approach including energy, environmental and business aspects of energy consumption and transformation. Cooperation with government institutions in the fields of energy efficiency, energy planning, distributed electricity production, reduction of GHG and air pollutant emissions is one of our most important activities, while we remain firmly connected to industry and other institutions in terms of consulting and training role. Our centre actively participates in numerous European projects and leads EUREM training in Slovenia.

Our team has a wide insight into development in the fields of energy and environment, which enables us to combine these two fields which is significant in terms of energy impacts on the environment. Experts with wide spectre of knowledge and experience on local, state as well as international level are ready to meet the challenges brought by the future development of energy which aims at reducing impacts on environment and an increase in competitivness.

Short history of the Centre

Energy Efficiency Centre (EEC) was established in March 1994 by reorganisation of the Department for energy and process management (R-2).

Dr. Miha Tomšič, R-2 head at the time and later first Slovenian Minister of Energy, took the opportunity of the arrival of microcomputers and started a team for the microcomputer system development. By 1988, SIK80, TEM500 and UDA021 systems were installed into more than 20 Slovenian companies, two UDA021 systems also in Czechoslovakia. The Department participated in establishing a company INEA Domžale, where later applications of the systems were transferred. Besides this company, the team under the leadership of Radovan Tavzes, MSc, cooperated in establishment of METRONIK d.o.o. engaged in computer automatisation.

Boris Selan, MSc, was appointed a head of EEC. The aim of EEC was to promote efficient energy management and greenhouse gas emission reduction.  EEC successfully marketed projects for the Ministries of Economy, Environment and Spatial Planning, and Infrastructure. EEC also implemented international projects under programmes of European Commission. In 2001, Tomaž Fatur, MSc, was appointed as head and in 2008 Stane Merše, MSc.

Jožef Stefan Institute (JSI) has developed into a firmly established and worldwide recognisable research organisation. The Institute cooperates with world centres and international organisations in different ways of its scientific activities. It is in constant search of new ways to apply the knowledge and activities anywhere it would add to general development of the environment we live in.

JSI comprises 37 research departments and centres, which are strongly involved in domestic and European projects, and is among the highly esteemed European research partners. Physics, chemistry, electronics, nuclear technology and energy are the main fields of research and application. Its staff has won numerous awards and recognition awards. 18 patents were granted in 2015. JSI represents a bridge between science and economy in its activities.
